Health Insurance Counseling Dutchess County's Health Insurance Information, Counseling, and Assistance Program (HIICAP) is a federally-funded program from the Centers for Medicare & Medicaid Services through the New York State Office for the Aging. It is part of the State Health Insurance Program (SHIP) network.
HIICAP is staffed by Dutchess County Office for the Aging personnel and trained volunteer insurance counselors. HIICAP counselors provide Medicare beneficiaries with benefit information and explanations. Information about The Medicare Modernization Act of 2003, supplemental insurance options, Medicare Advantage choices, claims and appeal rights, prescription drug coverage options and long-term care insurance. The service is a source of free, impartial information, problem resolution, and resource materials. It is a cost effective, professional program designed to empower consumers through education and information. Volunteers receive ongoing training in order to keep abreast of changes within the health insurance industry and from regulating agencies. Medicare 101
The Dutchess County Office for the Aging periodically offers a workshop for persons interested in obtaining information on The Medicare Modernization Act of 2003, Medicare enrollment, benefits, supplement choices, EPIC and other prescription options, Medicaid and the Medicare Savings Programs and long term care payment choices. The information will be of interest to individuals who are newly eligible for Medicare, current Medicare beneficiaries, and those who want to learn more about the Medicare program. 486-2555 or toll free (866) 486-2555 to register for the next class or to request a speaker for your organization.
Community Service Workers Dutchess County Office for the Aging Community Service Workers (CSWs) can assess an individual's eligibility for benefits, including Medicaid, the Medicare Savings Programs, Food Stamps and others. CSWs can represent older people in obtaining these benefits.

Adult Homes in Dutchess County
Family Type Homes There are two types of officially recognized adult homes in New York State: Family Type Homes and Adult Care Facilities. Family Type Homes are certified by the New York State Department of Social Services for a capacity of one to four individuals who need some degree of supervision.

Some of the established apartment complexes in Dutchess County offer senior citizen discounts on rent. Seniors should inquire with the individual complexes about these discounts. Tips for Caregivers Talk with other Caregivers Join a support group. Sharing with other who are in a similar situation can help and give you new ideas for coping. Discussing the stresses involved with caregiving will help provide relief. Talking with friends and relatives can also be helpful, or a counselor can also provide assistance.
Make Time for Yourself Taking time off from caregiving is essential and can help avoid burnout. Be sure to ask for and accept help from friends or neighbors who can stay with your patient. Develop a list of ways that other can help. If you have it ready when they offer, you may be more likely to get them to help. Even an hour to yourself can make a great difference in you ability to be effective and to continue to provide care. You may need more of a break than you realize. Contact the Dutchess County Office for the Aging/CASA office at 486-2575 to learn about available options including home care and respite.
Get Training Attend a caregiver training class. You will learn the proper methods of hands-on care and about other issues related to effective caregiving. Contact the OFA at 486-2555 for information.
Get Enough Rest Often, when we don't get sufficient rest, things that once seemed manageable may suddenly become unbearable. If you don't take care of yourself, you won't be able to continue to be a caregiver. See your doctor regularly, get screened for stress and depression and get plenty of rest. You are needed.
If you are able to get your care recipient on a sleep schedule, it may help you to get the rest you need. If possible, sleep in a different room from the person you are caring for. You may try using a monitor so you will know if the person wakes up or needs you. Watch Your Diet
Eat regular, healthy meals with plenty of fruits, vegetables, grains and proteins. Without an adequate diet, we can quickly wear down. Avoid eating too much sugar, fat, and salt in foods and drinks with caffeine. Try to avoid alcohol. While alcohol and drugs may seem like they help stress, they will wear you down in the long run.
Exercise Even a few minutes per day of exercise can help to reduce stress. Walking is an easy way to get needed exercise, and can give you a social outlet if you go with friends. If you are not able to leave your caregiving duties, you can exercise in the house by stretching, walking or jogging in place. If you are caring for someone who should get exercise, try doing it together.
Keep a Sense of Humor Laughter can release chemicals in your body which will help you fee better. Try to find humor in difficult situations. It can help to relieve stress. Spend time with friends who like to have fund can make you laugh.
Be Flexible If your job and caregiving responsibilities conflict, talk to your supervisor about flextime or other ways to rearrange your schedule to allow time for caregiving. Try to let go of some activities or duties.
Become Informed Talk to a professional health care worker about your loved one's illness or disease. Search online for more in-depth information. Your local library can be an invaluable resource. Contact the Adriance Library (485-3445) about their Caregiver Resource Center which has materials that can be borrowed at your local library.
Make your home safe for your loved one. Be aware of fire hazards such as stoves, other appliances, matches, lighters and cigarettes. Watch for loose rugs, cluttered pathways and inadequate lighting. Adjust the water heater temperature to prevent burns. Install bathroom grab bars and non-skid rugs.
Learn how to set limits. Don't allow yourself to be manipulated. You must set reasonable limits for what you can do without feeling guilty.
Learn About Your Options In-home care options include personal care, homemaker, meals on wheels, transportation, emergency response system and hospice. Many caregivers hire their own workers privately or pay an agency directly to provide care. Your loved one can receive help with bathing, dressing, feeding , toileting and light housekeeping. CASA can evaluate the situation to determine the level of care needed and help arrange for services.
Out of Home options include adult day care services, assisted living facilities, residential care facilities, retirement housing and nursing home care.
Evaluate in writing both your short-term and your long-term needs as a caregiver. Start by listing those things you might need help with now and in the future. For example, a short-term need might be to move your mother's bed downstairs. A long-term need might be transportation to get your mother to the doctor once a month.
Next, make a list of all the informal supports (family members, friends, and neighbors) and how each person can help. Repeat this process for formal supports such as home care agencies and transportation services. It is important to set a time frame for any action that needs to be taken. Having a plan and implementing that plan will greatly reduce your stress as a caregiver.

Transportation for Mature Adults
There are a number transportation services designed to serve senior citizens in Dutchess County. Below is a summary of those which are funded by county and local governments as well as those carried out by volunteer organizations.
¨ Catholic Charities Ministry to Seniors- A resource for parish volunteer programs that will assist with transportation. For more information, call 452-1400 ¨ Community Resource and Service Center- Volunteer drivers who assist Pawling seniors with transportation needs to doctors' offices or medical facilities. For more information, call 855-3459. ¨ Dial-A-Ride- Funded by participating municipalities and Dutchess County government. Service is provided by the Dutchess County Loop System and is available in the City of Poughkeepsie and the towns of Poughkeepsie, Hyde Park, Wappinger, Fishkill, Pleasant Valley, East Fishkill, LaGrange, Red Hook, Rhinebeck, and Beekman. Classes are held during the spring and fall semesters and a January mini-session. Nutrition Services for Senior Citizens
The Dutchess County Office for the Aging (845) 486-2555 offers a wide variety of services to meet the nutritional needs of persons 60 years and older. Services include congregate meals at senior friendship centers and housing sites, home delivered meals for the homebound, nutrition education and counseling, picnics, and health promotion events.
Senior Friendship Center (Congregate Sites) - For those seniors who wish a tasty, nutritious meal combined with social activities and fellowship, ten senior friendship centers are open Monday through Friday with transportation available in most cases. There are also six mini sites at senior housing locations where meals are served once or twice per week.
Sites are located in the City and Town of Poughkeepsie, Hyde Park, Rhinebeck, Millerton, South Amenia, Pawling Fishkill, East Fishkill and Beacon. Specific locations as well as a description of some of the activities at the sites are listed below.

Home Delivered Meals The Dutchess County Office for the Aging prepares hot meals which are delivered to homebound seniors. Home visit assessments are made by personnel from the Nutrition Program to determine each person's eligibility. The Home Delivered Meals Program allows seniors to remain in their homes and also provides them with daily socialization with the delivery person.
Picnics Summer picnics are organized by the Office for the Aging in communities throughout the county. These events, sponsored by community organizations, local businesses, and municipalities, offer an opportunity for those over 60 to mingle and enjoy a barbecue. Office for the Aging staff members are on hand to provide information about programs and services for seniors and to process senior citizen discount cards.
Health Promotion Events Many friendship centers offer a variety of Health Promotion Events including cholesterol, vision, blood pressure and osteoporosis screenings. Almost all sites offer a regular exercise program which acts as an excellent osteoporosis preventative. Call the site nearest you for more information.
Other Meal Services Box lunches, and frozen meals are some of the other offerings from the Dutchess County Office for the Aging designed to provide for the special needs of the senior citizen population. Frozen and shelf stable meals allow meals to be delivered for more than one day at a time in difficult to reach locations. They also provide assurances that those in the program will not go hungry in the event of inclement weather.
Nutrition Education and Counseling Education on dietary concerns is offered on a regular basis at each friendship center. A nutrition newsletter is published monthly and provided to all nutrition program participants as well as to others who are interested. Individual nutrition counseling by a Registered Dietician is available to seniors through the Nutrition Program.
Menu Preparation All menus are approved by a registered dietitian and are low in fat and salt. They also contain one-third of the RDA requirements. Diabetic diets can also be accommodated.
Avoiding Consumer Fraud
The New York State and Dutchess County Office for the Aging would like to remind you of the following tips on avoiding consumer fraud. Don't lose in a moment what it took you a lifetime to save! Be a smart, informed consumer.
Telemarketing Fraud · Register with New York State's "Do Not Call" registry by calling 1-800-NYS1220, or visit their website at http://www.consumer.state.ny.us/. This will make it illegal for telemarketers to call you. · Telemarketers are not allowed to phone before 8 AM or after 9 PM. They cannot use profane or harassing language, give false or misleading information, or call again if you ask to be taken off their list. · Never call a 900 number to claim a prize, or pay ahead for shipping, delivery or handling charges to have a prize delivered. · Don't let a telemarketer make you feel pressured to make a decision immediately. Take your time and get it in writing! · Beware of salespeople offering quick fixes or medical cures for health problems. Remember, if an offer sounds too good to be true, it probably is! They called you. Don't be afraid to hang up.
Home Repair Fraud · Watch out for contractors who come to your home unsolicited. Remember that any kind of high pressure sales tactics indicate you are dealing with an unreputable company. Take the time to have all papers reviewed by a trusted relative or friend. · Be wary of contractors who offer you a deep discount for becoming a "demonstration" home. Decide what you want to have done and how much you can afford. Get at least a few different estimates, check references, and then check out the company with Dutchess County Consumer Affairs Department at 486-2949 before making a decision. · Get a signed contract describing in detail all work to be completed, the schedule and cost. Make sure your contractor has personal liability, workers compensation, and property damage insurance. Pay with a credit card or check so you have proof of payment. Don't make the final payment until all work is completed and all subcontractors have been paid.
Discount ID Cards The Dutchess County Office for the Aging offers a Senior Citizen Discount I.D. card program. The cards entitle holders to discounts from many merchants and service providers in Dutchess County and beyond. It is also an acceptable form of photo I.D. for identification purposes for those without a driver's license. The cards are distributed monthly at the Office for the Aging at 27 High Street in Poughkeepsie, 486-2555. The cards will be issued between 9:30 AM and 11:00 AM.
Cards are also made available at other special events such as the Dutchess County Fair, the Golden Gathering, and the Office for the Aging picnics. Residents of Southern Dutchess may make arrangements to obtain a discount card at our Beacon office by calling 838-4870. Those wishing to obtain a Discount I.D. card must present proof of their birth date, such as a driver's license, birth certificate, or passport. There is a suggested contribution of $2.00 for the card.
