Council, Boards and Committees are not intended to represent the entire
scope of their responsibilities or activities. References made to the
Charter and Code of the City of Beacon NY do not represent its entire
content. To communicate with a Board or Committee, you are welcome
to address the letter to the Municipal Center. Thank you.
Beacon City Council
The Beacon City Council consists of the Mayor, two At-large and four
Ward Councilpersons, for a total of seven representatives. The
Mayor presides at Council Meetings and each member has one vote. The
Council meets on the first and third Monday of each month at 7:30 p.m.
in the court room of the Municipal Center. On each Monday preceding the
Council meetings, a workshop is held at 7:00 p.m. in the same location. All meetings are
open to the public, with opportunities to speak at the beginning and
ending of each Council meeting. Workshops are also open to the public
for listening, while comments can be made a regular City Council
meetings.

Planning Board
Sec. 6.04 of the Charter of the City of Beacon NY
There shall be a City Planning
Board consisting of seven members appointed by the Mayor, with the
consent of the City Council, for terms of three years.
The Board shall make recommendations to the Mayor and the City
Council on all matters affecting the physical development of the city,
shall be consulted on the Comprehensive Plan and the implementation
thereof as provided in Sections 6. 00 and 6. 02 and shall exercise all
other responsibilities
as may be provided by law.
The
Planning Board meets the second Tuesday of each month in the court room
in the Municipal Center.

Conservation
Advisory Commission
Board is established to advise the Planning Board and the City
Council on matters affecting the preservation, development and use of
the natural and man-made features and conditions in the City. It is to
advise on major threats posed to environmental quality, conduct and
maintain an inventory of natural resources and an index of all open
spaces. Meetings are the fourth Tuesday of each month in the Police
Training Room.

Architectural
and Community Appearance Board of Review
Chapter 86 of the Code of the City of Beacon NY
This Board is a branch of the Planning Board and its members are all
members of the Planning Board. It has been determined that the
character and well-being of the City of Beacon, its residents and
properties are beneficially affected by the maintenance of beauty and
the symmetry of development of residential properties in residential
districts. Every
application for a building permit for the construction, reconstruction
or alteration of any structure in excess of one thousand (1,000) cubic
feet of cubic volume proposed for construction and every application for
site plan, subdivision of land or any other development within the City
of Beacon shall be referred to the Architectural and Community
Appearance.

Zoning
Board of Appeals
Sec. 6. 06 of
the Charter of the City of Beacon NY
There shall be a Zoning Board of Appeals consisting of seven 7) members
appointed by the Mayor, with the consent of the City Council, for terms
of three (3) years, from among the qualified voters of the city. Members of the Board shall hold no other city office.
The Board shall hear and determine appeals from administrative
decisions, petitions for variances and such other matters as may be
required by the Council or by the laws of the State of New York.

Traffic
Safety Committee
Chapter 65 of
the Code of the City of Beacon NY
The Committee shall consist of five members, three members to be
appointed by the Mayor, the Chief of Police and one member to represent
the Planning Board. The Committee is authorized to promote and
encourage street and highway traffic safety. The Committee is authorized
to study traffic
conditions on streets and highways within the city, study and analyze
reports of accidents and causes thereof and recommend to the appropriate
legislative bodies, departments or commissions such changes in roles,
orders, regulations and existing law as the Committee may deem
advisable. Monthly meeting dates and times vary.

Disaster
Preparedness Committee
Chapter 23 of
the Code of the City of Beacon NY
There shall be a Disaster Preparedness Committee appointed
by the Mayor, which shall consist of nine (9) members which shall
include the City Administrator, the Building Inspector, the Chief of
Police, the Superintendent of Streets, the Superintendent of Water and
Sewer, the President of the Beacon Volunteer Ambulance Corps, the Fire
Chief and the Superintendent of the Beacon City School District.
The Chief of Police will be responsible for convening the
Committee when an emergency situation arises.
The appointed City of Beacon and school district representatives
shall serve as long as each holds his or her respective office.
The nine members, chosen from the community, shall serve a three-year
term. The Committee shall prepare and provide for updating a
comprehensive disaster preparedness plan for the protection of the residents
of the City of Beacon in the event of a public disaster. The
Committee meets the fourth Wednesday in January.

Board
of Ethics
Section 29-10 of the Code of the City of Beacon NY
The City Council shall establish the City of Beacon Board or Ethics,
consisting of five members, one of whom shall be a city officer or
employee and shall appropriate adequate funds for the Board's maintenance
and operation. The City Ethics Board shall state, in
writing, its advisory opinion of
every notification it receives and of every investigation it conducts
and shall set forth reasons for the opinion. All such statements
and all notifications shall be public records,
unless excepted by other statute, and shall be indexed and
maintained on file by the Ethics Board. After receiving the
advisory opinion, the City Council may conduct
a hearing on the matter in accordance with applicable
laws. Upon
completion of such hearing, the City Council may
request an advisory opinion and recommendation of disciplinary
action from the Ethics Board...

Board of Assessment Review
This Board is comprised of five members serving staggered terms, who
are appointed by the Mayor with the approval of the City Council.
The board meets on the fourth Tuesday of May each year to review and
determine all EA-524 complaints on assessment reviewed prior to or on
the fourth Tuesday in May. The Board then notifies all complainants
of the Board's decision. The Assessor is required by law to attend
all Board meetings except the meeting at which the Board makes their
decisions. The Assessor is barred from that meetings.

Human Relations Commission
Sec 5-8 of the Code of the City of Beacon
Human Rights is Everyone’s Business
The commission consists of not less than five and no more than fifteen
members. The selection shall take unto consideration a cross section of
the community, including all religious, racial, and ethnic groups within
the city. The purpose of the commission is to create and foster a
community climate in which better understanding and relationships among
all groups can easily take place, and to inquire into incidents of
tension and conflict among or between those groups. The commission
accepts complaints from the public when it is perceived that their
rights under the law have been violated.
